Synopsis:

Arus globalisasi dan kemajuan teknologi yang pesat telah meningkatkan persaingan di peringkat global secara amnya, dan kemampuan berdaya saing telah dijadikan teras utama kepada pembangunan sesebuah negara sekaligus digunapakai secara meluas oleh negara maju mahupun negara yang sedang membangun. Bagi memperkukuhkan lagi keupayaan daya saing pelbagai sektor di dalam negara, keupayaan ini telah di fokuskan untuk memaksimakan tahap kebajikan penduduk Malaysia secara amnya, dan menggalakkan pelaburan swasta dalam usaha mengkomersilkan sistem pengeluaran makanan supaya menjadi cekap, berproduktiviti tinggi dan berorientasikan pasaran serta memperbanyakkan nilai ditambah secara bersepadu di sepanjang rantaian nilai pengeluaran pertanian disamping berupaya memulihara dan mengguna sumber asli secara lestari. Pelbagai definisi dan tafsiaran erti daya saing yang telah muncul dalam kesusasteraan dewasa ini,dan khususnya kami telah memilih definisi yang ditafsirkan oleh Agriculture Canada (1991), National Competitiveness Council (2004) dan Productivity Report (2008). Di zaman globalisai ini, pengukuran terhadap aspek daya saing bukan sahaja terbatas kepada definisi nilai perkongsian pasaran dan keuntungan bahkan juga merangkumi aspek nilai tambah, aspek kemampanan dan alam sekitar. Beberapa indikator telah digunapakai dengan meluas dalam pelbagai penyelidikan bagi mengukur tahap kuantiti secara amnya iaitu, comparative advantage, produktiviti, kecekapan dan nilai perkongsian pasaran. Ciri-ciri lain yang tidak boleh diukur seperti kemampanan dan persekitaran, telah dirangkumkan sekali ke dalam takrifan dan definisi daya saing yang mana definisi daya saingnya masih lagi ditahap pembangunan indeks pengukuran yang sesuai.
